Rebooting PoE switch will also reboot every PoE camera connected to that switch.  After rebooting itself, PoE switch will send broadcast packet to get camera's IP back. But in the meantime, camera is not ready to answer, and some of the broadcast packet won't feedback.  Therefore PoE switch will show IP 0.0.0.0 in camera's IP, which means "no feedback", and then resend broadcast packet again until it gets all information back.  It may take minutes to complete this process. The response time depends on camera's brand and model.
Note: when camera's IP shows 0.0.0.0, it doesn't mean camera is out of function.  It's only a temporary situation when camera is rebooting itself.
